- According to the US Department of Defense's site on
the No-Fly
Zone Violations: "Operation Northern Watch enforces the no-fly zone north of the 36th parallel in Iraq and monitors Iraqi compliance with UN Security Council resolutions 678, 687, and 688. The United States and the United Kingdom provide about 45 aircraft and more than 1,400 personnel to support the operation. Operation Southern Watch enforces the no-fly zone south of the 33rd parallel in Iraq and monitors compliance with United Nations Security Council Resolutions 687, 688, and 949. The United States and the United Kingdom provide about 150 aircraft and 6,000 forces to support the operation."
Also, "since U.N. Security Council resolution 1441 was passed on Nov. 8, 2002, Iraqi forces have fired on U.S and British pilots 264 times. In addition to actual firings, Iraq
has "painted" coalition aircraft with radars countless times. Defense Secretary Donald H. Rumsfeld has said that Iraq is the only place in the world where U.S. pilots are routinely fired upon."

- A stipulation of the truce ending the Gulf War in
1991 created flight-interdiction zones in northern and southern
Iraq, i.e. Iraqi airspace that is off-limits to Iraqi fighters.
- After Iraq invaded Kuwait, resulting in the
"Gulf War", the United Nations' Security Council imposed
sanctions on the country in August 1990. In April 1995, the
Council passed resolution 986 which provided an
"Oil-for-Food" program which offered humanitarian relief for
the Iraqi people in a form of exemptions to the sanctions.
According to the UN's Office of
the Iraq Programme, "In May 1996, after extended negotiations with the UN Secretariat, Iraq signed
a Memorandum of Understanding (MOU) setting out arrangements for the implementation of resolution 986. The Office of the Iraq Programme
(OIP) was established in October 1997 to implement the Oil-for-Food Programme
for Iraq. The embargo can only be ended after UN weapons
inspectors verify that Iraq has taken apart its biological, chemical,
nuclear and long-range missile programs. Iraq was uncooperative
with UN inspectors in 1998, and has since barred all inspectors.
